AOAC INTERNATIONAL POLICY ON ADMINISTRATION OF HARVEY W. WILEY AWARD

Background This policy establishes written guidelines for awarding the AOAC INTERNATIONAL Harvey W. Wiley Award for Excellence and Development of Analytical Methods (September 2017). History Dr. Harvey W. Wiley, founder, President and Secretary of AOAC, was instrumental in establishing the National Pure Food, Drug, Cosmetic and Meat Inspection Laws in the United States. In 1956, a Harvey W. Wiley Award Committee was created to explore the potential for establishing an award and to suggest rules, regulations, and procedures for administration. Their recommendations were approved at the 1956 annual meeting and "The Harvey W. Wiley Award for Development of Analytical Methods" was established. The purpose of the award, as stated in the 1956 report, is "...to recognize and encourage the development of outstanding analytical methods for application to problems encompassed by the Official Methods of Analysis of the Association of Official Agricultural Chemists." This was the extent of the criteria established. In 1972, the Harvey W. Wiley Committee was asked to develop new guidelines for the award. The Committee submitted a revision of the criteria for judgment of the Wiley Award recipient to emphasize contributions to regulatory-oriented methods, beginning with 1974 submissions. The revision was approved by the Board of Directors (1973). The award originally consisted of a monetary award with an appropriate scroll, and an allowance for expenses incident to attending the meeting at which the award will be presented (September 2017). The award recipient gave an address at the opening session of the meeting. In December 1991, the Wiley address was moved out of the Opening Session and the Wiley Award Symposium was created with the Wiley Address as the keynote. A Wiley booth was established in the exhibit hall at the meeting where the Wiley award recipient spends time in the booth to receive well-wishers and answer questions about his or her work.

Policy

I.

Purpose The purpose of the award is to recognize and encourage outstanding contributions to analytical method development (November 1997) in areas of interest to AOAC INTERNATIONAL.

II.

Criteria A.

Nominees should be a scientist or group of scientists who have made an outstanding contribution to analytical method development (versus areas such as quality assurance, statistics, or laboratory administration) (November 1997) in an area of interest to AOAC INTERNATIONAL, such as in foods, food additives, vitamins, supplements, pesticides, drugs, cosmetics, plants, feeds, fertilizers, hazardous substances, air, water, or other commodities and analytical matrices. B. Developed a significant analytical method or technique and must have an extensive record of methods development. C. Supported accomplishment or series of accomplishments by manuscripts in peer-reviewed journals. D. Solved problems of importance or contributed techniques which can be regarded as major advances in basic or applied research. E. Widely recognized by his, her, or their peers. F. Need not be a member of AOAC INTERNATIONAL. Procedures A. The award is presented annually; however, if no suitable candidate is found in a particular year, no award will be made. B. Nominations are solicited and accepted throughout the year. Nominations must include a biographical sketch of the candidate, a list of publications and other writings, specific identification of the work on which the nomination is based, and an appraisal of the nominee's accomplishments, particularly with regard to the work to be recognized by the proposed award (1956). A curriculum vitae may be included with the nomination to help with the first two required items for the nomination. However, the second two items required for the nomination must be addressed independently of the curriculum vitae. AOAC headquarters has a nomination form. C. Nominees remain eligible for four award years. However, nominators will be contacted annually and invited to submit updates to the nominees file (November 1997). After four years, the nominator(s) may renew the nomination for another four years by means of a letter accompanied by updated biographical material (March 1993). The nominator will be notified when their nomination has expired to give him/her an opportunity to renew the nomination. Wiley Committee members who make nominations may remain on the committee, and the President may change the voting procedures to accommodate this (November 2000). 2

III.

D. On March 1 of each year, the nominations are sent to the Harvey W. Wiley Award Committee for a vote to determine the award recipient for the following year). E. The committee votes by mail or electronically (November 2010). Each committee member ranks his or her top five choices. The votes are sent directly to the President. The President then distributes points -- five points for first place, four points for second place, etc. The points are totaled and the highest point recipient is the awardee. In the case of a tie vote, only the tied candidates go back to the committee and a second vote is taken. If the award recipient cannot be chosen in this manner, the President will cast the deciding vote. F. The selection process should be completed by April 20. The award recipient is notified by the President. Also, the Annual Meeting Program Committee is told the name of the award recipient and area of expertise in order to plan the following year's Wiley Symposium. A representative from the Annual Meeting Program Committee contacts the award recipient to discuss his or her participation at the Wiley Symposium. No one other than the recipient, the Harvey W. Wiley Award Committee, the Annual Meeting Program Committee, and the AOAC Board of Directors is notified at this time and all are asked not to discuss the award recipient outside of their respective Committees. The award recipient is not announced until the next year, the year of their award, in order to not distract from the current year’s award recipient (November 1997). G. During the first quarter of the award recipient’s year, an announcement is made in the form of an article in Inside Laboratory Management and the information is included in the quarterly report. Also a press release is sent to appropriate publications and associations including any requested by the award recipient. In addition, the Wiley address at the Annual Meeting is published in a post- meeting issue of the Journal of AOAC INTERNATIONAL typically the January issue. The award recipient receives a cash award of $5,000, an award, and reimbursement of expenses to the Annual Meeting in accordance with the AOAC INTERNATIONAL travel policy (November 1997). The cash award and travel expenses defined above are a total for the award recipient chosen whether an individual or group of individuals. B. The Harvey W. Wiley Award Symposium at the Annual Meeting focuses on the area of work of the award recipient and is a forum for the award recipient to present his/her work. Space is provided in the AOAC booth in the exhibit hall for the award recipient to meet with attendees. * * * * * * Approved: December 1991; revised September 1995; revised November 1997; revised November 2010; revised September 2017. AOAC INTERNATIONAL POLICY ON ADMINISTRATION OF FELLOW OF AOAC INTERNATIONAL AWARD

Background This award was established in 1963 to provide a means for recognizing meritorious service to the Association. Originally, Fellows were selected from nominations sent to the Committee on Fellows by members of AOAC. The nominations required the sponsoring member to supply all pertinent information on the nominee and letters of endorsement from other members of the Association. In 1981 a point system was established and candidates were considered largely on the basis of their point rankings. Data for use in the point system was maintained in handwritten files that became difficult to maintain. A new procedure was instituted for collecting data by questionnaire to Members (December 1991). A questionnaire was sent to all Members following the establishment of the procedure. This ensured that all eligible Members are considered for nomination. This policy documents the guidelines for administering the Fellow of AOAC INTERNATIONAL Award. Policy I. Purpose The purpose of this award is to recognize the dedication of volunteers who serve the Association. II. Criteria To be a Fellow of AOAC INTERNATIONAL, a member must have rendered meritorious service to AOAC (September 1996). III. Procedures A. Nominating a Candidate 1. Anyone (including staff) may nominate a candidate for the Fellow of AOAC INTERNATIONAL Award. Staff will notify the International Coordination Committee to help promote and advertise the availability of the Fellows Award on an international scale. 2. To be considered for the award in any year, a nomination must be received, in writing, by the AOAC office by February 15 and a completed application must be received by the AOAC office by March 15 of the year of the award.

Processing Nominations

B.

1.

To determine or update eligible members histories of participation in AOAC, questionnaires will be sent to all AOAC Members with over 10 years of service requesting them to provide or update information regarding their volunteer activities on a periodic basis (November 1996). Members who have served less than 10 years, but who have provided significant meritorious service to the Association, may also be nominated (November 2001). When a nomination letter is received by AOAC, staff will send an application for the nominated individual to complete and return to the AOAC office. (November 2001). If a nominee is not a member, staff will contact and advise the nominator (November 1996). Using an established point system, if a nominee meets qualifications, staff will tally points. The point system was established and revised to rank volunteer contributions for use in evaluation of candidates (May 1981, June 1983, January 1988, June 1992, November 1996, September 2010). See Appendix A13.5.1. b. Two months before the late spring Board of Directors meeting, the staff liaison to the Committee on Fellows shall: a. Send each member of the committee completed applications, copies of the nominating letters, and any other relevant information. b. Forward results submitted by the Committee on Fellows to the chair for final Fellow award selections. The chair has the option to keep, discard, replace or ask reverification (by staff or nominees) of those applications with discrepancies. Nominations and applications remain eligible for three years. Applications may be updated each year. The nominator will be notified when their nomination has expired to give them an opportunity to renew the nomination. (November 2001). Staff will verify that the nominee is a current Member. a. c. Staff will verify the accuracy of volunteer activities listed on applications.

APPROVED BYAOAC OMB – FEBRUARY 5-6, 2015 APPROVED BYAOAC BOARD OF DIRECTORS – APRIL 1, 2015

AOAC INTERNATIONAL POLICY ON ADMINISTRATION OF BEST MANUSCRIPT AWARD TO AUTHORS Background

The subgroup of the Editorial Board on Best Manuscript Award to Authors recommended and the Editorial Board concurred with the establishment of a Best Manuscript Award to Authors award. A formal recommendation is hereby being made to the Board of Directors to establish the award, with the first award to be presented for the best manuscript, of all original research published in the Journal of AOAC INTERNATIONAL in the 2018 calendar year, at the awards ceremony during the opening session at the 2019 annual meeting. The award would be presented to the best manuscript’s corresponding author, or their designee. The following policy states the purpose, criteria and procedures for awarding the Best Manuscript Award to Authors award. Policy I. Purpose The purpose of the Best Manuscript Award to Authors award is to recognize the most outstanding original and creative journal article published in the peer reviewed Journal of AOAC INTERNATIONAL in the calendar year and to promote and to improve the Journal’s visibility and encourage other quality submissions of basic and applied research in the analytical sciences, within the Journal’s scope, as determined by the Editorial Board. II. Criteria A. Candidate papers must be peer reviewed, original research papers published in the Journal within the calendar year of the award. B. Candidate papers must be judged to have outstanding overall scientific merit; study design, writing quality; technical quality; and potential impact of the work in advancing the field of analytical science, especially human health, and the mission of AOAC. C. Candidate papers must be innovative and have an influence that can go beyond what is expected of the average paper, with a high impact in the scientific literature. Note: Review articles and short communications do not qualify for the award. Papers under consideration from Special Guest Editor Sections should be submitted to additional peer review from the Section Editor and one additional reviewer.

III.

Procedures A. Candidate papers are nominated by peer reviewers of that paper on an on-going basis. Reviewers click on a button in the Scholar One site that reads, “I recommend this paper for an award for best manuscript.” Candidate papers are reviewed by the appropriate section editor of that paper’s section, who would submit the nomination for judgment to a Best Manuscript Award to Authors jury comprised of a total of seven members, including the chair of the panel. To obtain a balance of representation on the jury panel from each of the Journal’s sections, each Section Editor would be responsible for nominating a member from their community. The Section Editors will not be panel members; however, they should help in building a jury panel whereby all sections of the Journal are equally represented. B. The jury panel would then evaluate candidate papers using the award evaluation form. During a conference call, the jury panel would decide on the best manuscript in the calendar year. The evaluation form should be used for discussion purposes only. The panel should use flexibility in judging papers and just not rely on “weightings” themselves. Only one award will be presented, but the jury panel should select the top three papers in order of first, second, and third in case the authors of the first manuscript default or decline the award. Or, if the authors are government employees whereby their ethics committee denies the authors’ participation. The chair of the jury panel informs the Editorial Board chair of the top three selections. C. The Editorial Board chair informs the AOAC Awards Committee about the nominations. The awards committee proceeds with the logistics of award presentation. The award recipient shall receive an award bearing an appropriate testimonial to be presented at the annual meeting, complimentary annual meeting registration, and, a travel grant (to be determined) incident to attending the Annual Meeting where the award is to be presented. B. When a best paper is chosen, the title and authors of that paper, with a supporting article, will be published in the next available issue of Inside Laboratory Management and the Journal of AOAC INTERNATIONAL and otherwise appropriately publicized.
