3.13 Incurred Test Material Prepared from a food matrix into which a gluten source (e.g. flour) has been incorporated prior to subjecting the matrix to a given food processing operation. “Incurred Test Material” – This is not a complete sentence. It needs a subject – I would recommend deleting “Prepared from” and start with “A food matrix into which…”

3.17 Matrix Totality of components of a material system except the analyte (ISO 17511). For example, the food, beverage, or environmental surface material to be included in the validation as per the intended use of the method.

Did we define "(food) category" somewhere?

3.20 Probability of Detection (POD) The proportion of positive analytical outcomes for a qualitative method for a given matrix at a given gluten level or concentration. POD is concentration dependent. “Probability of Detection (POD)” – In this section, the definitions should be of the fundamental parameters, not the statistical procedures for estimating the parameter. In that vein, I would recommend changing this to the following: “The probability of detecting an analyte in a given matrix at a given concentration or level by a qualitative binary method.” Rationale: use of “proportion” here is a statistic and not a parameter. Also, use of the word “positive” in this definition may be misunderstood as a value judgement, not as a detection.
