Follow up call to public comment with Statistics Committee to clarify SMPR language

Parameter #1: Quantitative methods can be evaluated at the lower or upper end of the confidence interval. In order to keep a one tailed test at the 5% level, the confidence interval should be changed to 90% (5% at the low end and 5% at the high end)

Parameter #2: Modify language to clarify that increasing the number of replicates will improve the chance that the 90% CI range will fall within the acceptance criteria range (-0.5 to 0.5 Log10)
