Professional Experience

State of Maryland, Department of Agriculture, Annapolis, MD Program Manager/State Chemist, State Chemist Section 2016 -present Administrative Responsibilites: Direct, coordinates, and administers section activities, which include, purchasing of equipment and supplies; program development (laboratory, registration and inspectional); program evaluation; develops and implements proposed legislation or regulations; provides technical or scientific guidance to program staff; develops and improves section quality management system; and prepares reports and documents concerning program activities. Performs fiscal and budgetary management of Section programs. Plans, organizes and directs activities of staff and evaluates effectiveness of programs conducted by subordinates. Serves as Department’s expert advisor on quality management, and on issues relating to the program’s regulated industries and chemisty. Determines appropriate regulation development and implementation necessary to enforce State and Federal laws to manage the use of pesticides and makes recommendations to the Secretary of Agriculture and Assistant Secretary on proposed pesticide legislation and drafts Department’s positions on proposed legislation. Active in the development of the Quality Management Plan, and associated quality procedures, including development of statistical guidelines and plans to evaluate laboratory data.
